Mr. Martin Roucou holds a Bachelor of Engineering in Marine and Plant Engineering (with Distinction) from the Cork Institute of Technology, Ireland. He joined Seypec as Director of Shipping in February 2026, bringing nearly two decades of maritime experience, including service as Chief Engineer aboard international tanker fleets.

Throughout his seafaring career, Mr. Roucou gained extensive expertise in vessel operations, technical management, regulatory compliance, and maritime safety. As a senior shipboard officer, he oversaw inspections by port state authorities, classification societies, vetting inspectors, and external auditors, ensuring compliance with international standards.

In his current role, he leads the strategic management and development of Seypec’s tanker fleet, overseeing fleet expansion, vessel acquisitions, newbuild projects, dry-docking, and shipyard operations. His global maritime experience and strong technical expertise provide valuable insight that supports the continued development and modernisation of the Seychelles Ports Authority and its strategic objectives.
