Mr. Charles De Clarisse is an experienced executive, electrical engineer and board director with more than two decades of leadership across utilities, infrastructure, industrial operations and property management. He has held senior positions including Chief Operations Officer at the Public Utilities Corporation and General Manager of Eden Island Village Management Association, where he managed complex operations, capital projects, technical services and multidisciplinary teams.

His professional background includes power generation and distribution, engineering project delivery, operational risk, financial oversight, regulatory compliance and organisational governance. He has also served on the board of SACOS Insurance Group and worked as an independent consultant on energy efficiency and infrastructure projects. As a Director of the Seychelles Ports Authority, Mr. De Clarisse brings strong technical expertise, strategic leadership and a commitment to accountable governance, operational excellence and the sustainable development of Seychelles’ port and maritime sector.
