Dr. Egbert Moustache is a finance and administration professional with over four decades of experience. He was appointed as the Special Advisor to the CEO in March 2024. Dr Moustache’s extensive career includes serving as the Deputy CEO of the SPA between 2018 and 2024 including Acting CEO during various transition periods, and as the former Director of Finance at the East Central Southern African Health Community Secretariat in Tanzania. Dr Moustache, who is an accountant by profession, also holds a Bachelor of Arts in Business Administration, a Master of Business Administration and a Doctor of Business Administration. As the Special Advisor, Dr Moustache advises and supports the CEO, oversees the project to implement a Port Community System and Maritime Single Window, the Port Victoria Management Information System (PVMIS) and most recently the Port Victoria Rehabilitation and Extension Project (PVREP).
